No ISPM-15 needed

Honeycomb Paper Pallet Manufacturer

No ISPM-15 · No fumigation · No heat treatment

We are a paper pallet manufacturer: a pallet made entirely from recycled kraft. No heat treatment, no fumigation, no IPPC stamp, no NPPO registration - because ISPM-15 applies to wood packaging, and there is no wood in it.

Ranges are what the plant can produce. Your order is made to one point inside them — tell us the pallet footprint, stack height and strap type and we will pick it with you. Dimensions switch between mm and inch above.

A pallet with no wood in it

A honeycomb paper pallet is built the way an aircraft floor panel is built: a core of hexagonal paper cells sandwiched between flat facings. The cells stand on edge, so the structure carries compression along the cell walls rather than across them. That geometry is why something made of paper carries pallet loads at a fraction of the weight of timber.

Every part of it is recycled kraft. There is no sawn timber, no plywood deck, no wooden blocks and no nails. That is not a marketing line about sustainability — it is the fact that removes an entire regulatory step from your export process.

Why ISPM-15 stops at the door

ISPM-15 exists because timber carries pests, and pests travel in packaging. It requires wood packaging material moving internationally to be heat treated to a core temperature of 56°C for at least thirty minutes or fumigated, by a facility registered with the national plant protection organisation, and marked with an IPPC stamp that identifies the country, the facility and the treatment.

Each of those steps is a cost and a point of failure. The treatment is charged per consignment. The records have to be kept. And the mark has to still be readable when a phytosanitary inspector looks at it, after four weeks in a humid container — because a mark that has smudged is treated as a mark that is not there.

A pallet made of paper is not wood packaging material. The standard has nothing to attach to. This is not a certificate you renew or an exemption granted to a supplier; the rule is about wood, and there is no wood.

What changes on the freight bill

Weight is the second argument and on air freight it is often the larger one. A paper pallet is around 60% lighter than its timber equivalent. On sea freight that is a handling convenience; on air freight it is chargeable weight you stop paying for on every single shipment, and the saving compounds across a year in a way that the unit price difference does not.

The third is disposal. Your consignee breaks a paper pallet down and puts it in the same stream as the cartons. No nails to pull, no timber to separate, no disposal contractor. Where a customer has a waste-cost target written into their own reporting, this is the part they notice.

Where we would not recommend it

We do not make timber pallets, which means we have nothing to gain from this section — and that is the only reason it is worth reading.

  • Machine beds and other point loads, where weight sits on a small footprint instead of spreading across the deck.
  • Multi-trip returnable loops through outdoor yards, where abrasion and weather will wear paper faster than timber.
  • Standing water or washdown environments. Moisture resistant is not the same as waterproof, and we would rather say so here than after delivery.

For regular container or air freight of boxed, bagged, drummed or palletised dry goods — which is most export freight leaving this region — none of those apply, and the ISPM-15 difference outweighs everything else on the list.

Building the whole unit load in paper

The pallet on its own solves the regulatory problem. Combined with angle board on the four corners and strap over it, you get a unit load where the pallet needs no treatment, the corner protection goes into the same recycling stream, and there is nothing in the assembly that a consignee has to separate before disposal. That combination is the reason most of our pallet customers were angle board customers first.
