SABER & SALEEM — What Saudi Importers Need from an Indian Supplier
How Saudi import conformity works for industrial packaging: PCoC, SCoC and self-declaration, the HS check that decides which applies, and the documents we supply.

What SABER is
SABER is the online conformity platform of the Saudi Standards, Metrology and Quality Organization (SASO). It sits under the SALEEM product safety programme, and it is how goods are shown to meet Saudi requirements before they clear customs. The Saudi importer holds the SABER account; the overseas supplier provides information for it.
The two certificates, and when each is needed
- Product Certificate of Conformity (PCoC) — only for products covered by a Saudi technical regulation. Issued by an approved certification body and valid for a set period.
- Shipment Certificate of Conformity (SCoC) — requested by the importer for each consignment.
- Self-declaration (sDoC) — for products not covered by a technical regulation; completed by the importer on the platform.
The first question: is your HS line regulated?
Everything else follows from the tariff line. Your customs broker checks the HS code in SABER, and the platform shows whether a technical regulation applies. We do not answer that question on a web page because it is decided in the system, not by the supplier, and the lists are updated.
The codes we use on our Indian export documents are 48239090 for paper edge protectors, angle board and core tubes, and 39206220 for PET strap. The first six digits are the internationally harmonised part; the Saudi tariff adds its own national digits.
What we provide for a Saudi shipment
- The HS classification and a product description by material, profile and dimensions.
- A specification sheet for each size.
- Commercial invoice, packing list and certificate of origin for each consignment.
- Bundle labelling to the Arabic text your importer of record specifies, confirmed on the quote.
A sensible order of work
- Agree the specification and receive samples.
- Your broker checks the HS line in SABER.
- If regulated, arrange the PCoC before the first shipment; if not, complete the self-declaration.
- Confirm the order; we produce and ship with the documents above.
- The importer requests the SCoC for the consignment.
This is how the process usually runs for industrial packaging. Requirements change; confirm the current position with your broker or SASO before shipping.

The Saudi importer holds the SABER account and makes the requests. The overseas supplier provides product information and shipment documents.
The importer requests an SCoC per shipment. Whether a Product Certificate of Conformity is also needed depends on whether the HS line is regulated.
That is shown in SABER against the tariff line, so ask your broker to check the HS code before the first order. We supply the documents either route needs.
